Meet Our Professionals
Stephen J. Naughton
Stephen Naughton founded Congruence Law, P.C. in 2025. Prior to founding the firm, Steve practiced corporate law in the financial services industry, serving in various law firm and in-house counsel roles. Steve’s experience includes representing small, mid-sized and large businesses in highly regulated industries. Steve advises commercial clients on their corporate governance, regulatory compliance, procurement and human resources legal needs.
Steve received his J.D. from The American University and his B.S. from Cornell University. Steve is licensed to practice law in the District of Columbia and the State of New York.
Justin M. Naughton
Justin is a Law Clerk and Third Year Law Student at the University of Washington D.C.'s Clarke School of Law, expected to complete his law studies in December of 2025. He also functions as the practice manager and his bother Stephen's paralegal and law clerk. He has extensive experience in client intake, legal research and drafting, with special focus on technology and business process capabilities.
Prior to transitioning his professional focus to legal advocacy, Justin has worked extensively in management consulting supporting various government and organizational clients establish and enhance their project portfolio management capabilities.
